1. The Origin of the November 2020 Values Mandate

On 15 November 2020, the Commonwealth Government updated the Australian Citizenship Test to place a renewed emphasis on Australian values. While previous iterations of the test focused largely on historical dates, flags, and parliamentary mechanics, the modern test ensures that every prospective citizen understands and commits to Australia's shared democratic values and social cohesion.

Under the updated framework:

  • 5 questions out of the 20 total questions are explicitly dedicated to Part 4: Australian Values.
  • Candidates are required to answer all five values questions correctly (100% pass mark for Part 4).
  • If a candidate scores 19 out of 20 overall, but the single incorrect answer was a values question, the test is recorded as a fail.

This high bar makes Part 4 the single most decisive factor between passing and failing.

To answer every values question with confidence, you must master the 5 core principles outlined in Our Common Bond:

Pillar 1: Individual Liberty, Personal Autonomy & Freedom of Speech

Australians believe that individuals should be free to live their lives, make their own choices, and express their opinions peacefully without fear of government harassment or societal intimidation.

  • You are free to speak, write, and debate controversial topics openly, including criticizing government policies or political figures.
  • The Boundary: Freedom of speech is not absolute; it does not protect speech that incites violence, promotes racial or religious hatred, or defames others unlawfully.

Pillar 2: Equality of Men and Women

In Australia, men and women possess equal status, equal legal rights, and equal opportunities in every sphere of life.

  • Women have equal access to education, business ownership, military service, and political office.
  • Women are entirely free to choose their partners, initiate divorce, and make independent medical decisions.
  • Zero Tolerance for Domestic Violence: Physical violence, psychological coercion, forced marriage, female genital mutilation (FGM), and so-called 'honour' crimes are criminal acts punishable by severe imprisonment. Traditional customs never excuse violence against women.

Pillar 3: Freedom of Religion and Secular Government

Australia is a secular nation where the state and religious institutions operate independently:
